Who actually writes cheques here

A short, unromantic map of the capital available to a Belgrade founder. And the gaps nobody wants to name.

Two investors talking across a table in a bright meeting room
01 · Lead story

The funding stack has a hole in the middle

At the very bottom, Serbia is better served than its reputation suggests. The Innovation Fund's grant programmes, ICT Hub Venture and a growing angel layer will get a credible team to a prototype without a foreign flight.

At the top, the market is served by outsiders. South Central Ventures covers the Western Balkans, LAUNCHub and Vitosha come down from Sofia, Credo and Earlybird Digital East look in from Prague and Berlin when the metrics are already convincing.

The hole is the round between them. The €1–3M raise for a company with early revenue and no Western logo on the cap table. Founders at that stage typically relocate the holding company to Delaware or the Netherlands and pitch abroad. The company keeps its Belgrade engineering and exports its equity story.

This is fixable, and it is not fixable with another accelerator. It needs two or three locally anchored funds with the mandate and the patience to lead, not follow.

02 · Three signals
Signal 01

Flipping the entity is now routine

Almost every venture-track Serbian company redomiciles before its Series A. Treat it as a tax on the ecosystem, and measure how early it happens.

Signal 02

Corporate money is under-used

Telcos, banks and large regional groups have budgets and no serious venture arms. The first one to build a credible one gets first look at the entire market.

Signal 03

Grants are not a strategy

Public funding is real and worth taking, but teams optimising for the next grant cycle rather than the next customer are the ones that stall at month eighteen.

03 · Founder spotlight

The regional generalist fund

Western Balkans

A fund covering six countries has to be right about a lot of markets at once. That produces caution, small first cheques and long diligence. Founders read it as disinterest; it is usually portfolio maths. Plan your runway accordingly.

04 · Scene report
  • ·Demo days remain the highest-signal way to meet the active angel layer in one evening.
  • ·The most useful investor conversations in Belgrade still happen after the panel, not on it.
  • ·Expect the autumn calendar to fill quickly once the summer break ends.
